Anthropic Defies Pentagon Ultimatum Over AI Warfare Red Lines Breaking
Defense Secretary Hegseth gave CEO Dario Amodei a February 27 deadline to grant unrestricted military use of Claude or lose a $200M contract and face designation as a “supply chain risk” under the Defense Production Act. Amodei formally rejected the demands, maintaining two non-negotiable red lines: no AI-controlled autonomous lethal weapons and no mass domestic surveillance. The Pentagon has already signed a classified-systems agreement with xAI’s Grok. Senator Mark Warner called the standoff “deeply disturbing.”
Safety crisis deepens: Anthropic simultaneously replaced its binding “Responsible Scaling Policy” with a more flexible, nonbinding safety framework. The Safeguards Research Team lead resigned warning “the world is in peril.” An OpenAI VP was fired for opposing ChatGPT’s “adult mode.” Two xAI co-founders quit within 24 hours of each other.

Claude Code Security Wipes $15B from Cybersecurity Stocks Breaking
Anthropic launched Claude Code Security on February 20—a reasoning-based vulnerability scanner built on Opus 4.6 that contextually reasons about code rather than matching patterns. During testing, it found 500+ previously unknown high-severity vulnerabilities in production open-source codebases. CrowdStrike fell ~8%, Cloudflare 8.1%, JFrog 25%, SailPoint 9.4%, Okta 9.2%. The Global X Cybersecurity ETF hit its lowest since November 2023. Forrester called it “the day markets recognized AI platforms intend to own the security value chain.”

Gemini 3.1 Pro Dominates Benchmarks; Inception Breaks the Mold Models
Google Gemini 3.1 Pro rolled out globally and claimed the top spot on 13 of 16 major benchmarks. ARC-AGI-2: 77.1% (more than 2x its predecessor). GPQA Diamond: 94.3%. Pricing held at $2/$12 per M tokens—less than half the cost of Opus 4.6. The new three-tier thinking system (Low/Medium/High) lets developers trade latency for reasoning depth.
Inception Labs’ Mercury 2 (Feb 24) is the first diffusion-based reasoning language model. Instead of sequential token generation, it uses parallel token refinement to achieve ~1,000 tokens/second on NVIDIA Blackwell GPUs—14x faster than GPT-5 Mini. Priced at $0.25/$0.75 per M tokens. If diffusion-based text generation scales, it could fundamentally reshape inference economics.
xAI’s Grok 4.20 continued its beta rollout. Its four-agent debate architecture topped the Alpha Arena live stock-trading competition—the only profitable model. API access expected after beta concludes (~March).

NVIDIA $68B Quarter, Block Cuts 40%, AI Spending Hits $650B Markets
NVIDIA Q4 revenue: $68.13B (+73% YoY), beating estimates by $2B. Data center revenue surged 75% to $62.3B. Full-year: $215.9B. Yet the stock fell 5.5% as investors questioned sustainability. CEO Jensen Huang unveiled first Vera Rubin samples (10x performance/watt vs Blackwell), shipping H2 2026.
Block cut 40%+ of its workforce (~4,000 jobs) in what Jack Dorsey called an “AI-native reset.” Investors sent shares higher. C3 AI told a grimmer story: revenue of $53M vs $76M expected, 26% layoffs, stock at record lows. Meta signed a 6GW GPU deal with AMD days after expanding its NVIDIA partnership. Big Four hyperscalers plan ~$650B in capex for 2026—up 67–74% from 2025.

🏥 Compliance Corner
Two Critical Comment Periods Close as Deregulation Accelerates
This week marked the close of two of the most consequential healthcare AI comment periods in years. Both signal a clear deregulatory direction from the current administration—creating opportunity for early movers but compliance risk for those unprepared.
FDA Premarket Review Exemption for AI Radiology Devices
The Harrison.ai petition to exempt AI radiology devices from FDA premarket review closed for comments on February 27. If the FDA does not deny the proposal by mid-April, it automatically takes effect—fundamentally altering oversight for the category comprising ~75–80% of all FDA-authorized AI/ML devices. Compounding concerns: the FDA appointed a former Harrison.ai subsidiary executive to direct its AI policy office.

HTI-5 Would Remove AI Transparency Requirements
The ONC HTI-5 proposed rule comment period also closed February 27. This rule would remove certification requirements for clinical decision support algorithms, including Biden-era mandates for developers to produce “model cards” disclosing data sources—eliminating some of the only federal transparency guardrails for healthcare AI. The HHS AI RFI closed February 23 with 213 comments covering regulation, reimbursement, and R&D priorities.

State AI Healthcare Laws Multiply as EU Delays
The regulatory patchwork continues growing: Texas TRAIGA requires patient disclosure when AI is used in diagnosis. California AB 489 prohibits AI from implying healthcare licensure. Illinois bars AI from making independent therapeutic decisions. Colorado’s comprehensive AI Act was delayed from February 1 to June 30. A Commerce Department evaluation due March 11 identifying “burdensome” state AI laws could trigger federal preemption challenges.
In Europe, the Commission proposed delaying high-risk AI medical device rules from August 2026 to December 2027, while the WHO reports that only 8% of member states have national health-specific AI strategies and 86% cite legal uncertainty as their biggest adoption barrier.

The Autonomous Coding Agent Era Arrives—Three Launches in 48 Hours
This week marked the industry’s decisive shift from “AI-assisted coding” to “delegated engineering.” Cursor, GitHub, and Anthropic all shipped autonomous agents capable of building, testing, and merging code with minimal human intervention.
Cursor Cloud Agents: 35% of Internal PRs Now AI-Created
Cursor (now valued at $29.3B, $1B+ ARR) launched Cloud Agents with Computer Use on February 24. Each agent gets an isolated virtual machine with a full dev environment—can build software, navigate browsers, test code, record video demos, and produce merge-ready PRs. 35% of Cursor’s internal merged PRs are now created by autonomous agents. Run 10–20 in parallel from web, desktop, mobile, Slack, or GitHub.
